Minutes of the meeting of Earley Town Council
held in the Council Chamber, Council Offices, Radstock Lane, Earley, Berkshire
on Wednesday, 3rd October
2007 which commenced at 7.45 pm.

46. MINUTES OF PREVIOUS MEETING
The minutes of the meeting
of Earley Town Council held on 1st August 2007 were confirmed as a
true record and signed by the Chairman.
47. MAYOR'S COMMUNICATIONS
47.1 Past Mayors
The Mayor gave brief details
of the history of Earley Civil and Town Parish, and confirmed that its first
Mayor was appointed in 2006. In recognition of this, he then presented a
Perpetual Insignia to the first Mayor, Councillor D Chopping, and also a small
engraved lapel badge.
47.2 Representation
The Mayor advised that he had
represented the Town Council at the Earley Green Fair, the retirement of David
Cook as leader of the Sea Scouts at Earley St Peter’s, and the opening of the
new High Court in Reading.
47.3 Code of Conduct
Councillors were advised
that a flow chart detailing the procedure to be followed in deciding whether a
Declaration of Interest was required had been made available by the Borough
Council, and copies of the flow chart were circulated at the meeting.
Councillors were also advised that a training DVD was available on this subject,
and that anyone interested in attending a training event being run by the
Borough Council on 11th October at 6.30pm should contact the Town
Clerk.
47.4. Remembrance Day Service
Members were invited to
attend the Remembrance Day Service to be held on 11th November at
Earley St Peter’s Church.
48. TOWN COUNCIL COMMITTEES
48.1 Planning Committee
48.1.1 Meeting of 24th July
2007
In presenting the Minutes
of the Planning Committee meeting held on 24th July, the Committee
Chairman, Councillor Mrs P Jorgensen, drew particular attention to the
recommendation at Minute 33, and to the discussion recorded at Minute 34 in
respect of the installation of barriers onto footpaths to slow down cyclists in
that area.
On the proposition of
Councillor Mrs P Jorgensen, seconded by Councillor J Armstrong it was
RESOLVED that the minutes of the Planning Committee held on 24th July 2007
(Minutes 29-44) be approved and the recommendation at Minute 33 adopted.
48.1.2 Meeting of 14th August 2007
In presenting the minutes
of the meeting of the Planning Committee held on 14th August 2007,
the Committee Chairman, Councillor Mrs P Jorgensen, drew particular attention to
Minute 50, which detailed the Town Council’s priorities for highway
improvements.
On the proposition of
Councillor Mrs P Jorgensen, seconded by Councillor J Armstrong it was
RESOLVED that the minutes of the meeting of the Planning Committee held on 14th August (Minutes 45-59) be approved.
48.1.3 Meeting of 11th September 2007
In presenting the minutes
of the meeting of 11th September, the Committee Chairman, Councillor
Mrs P Jorgensen drew particular attention to the discussion recorded at Minute
67.1.2 in respect of the parking in Aldbourne Avenue.
Councillor N Preston
declared a personal interest, and confirmed to the meeting that the actions
taken by Our Lady of Peace Roman Catholic Church to resolve this issue appeared
to be working.
On the proposition of
Councillor Mrs P Jorgensen, seconded by Councillor J Armstrong it was
RESOLVED that the minutes of the meeting of the Planning Committee held on 11th September 2007 (Minutes 60-77) be approved.
48.2 Amenities & Leisure Committee
The minutes of the meeting of
the Amenities & Leisure Committee held on 5th September 2007 were
presented by the Committee Chairman, Councillor D Chopping.
With regard to the
discussions recorded under Minute 33, in respect of the proposed BMX track/Skatepark,
following a question from a Member, it was confirmed that discussions with the
potential users of the BMX track would continue, to ensure that the track was of
a size and specification appropriate to its use.

Councillor D Chopping, seconded by Councillor M Firmager it was
RESOLVED that
the minutes of the meeting of the Amenities & Leisure Committee held on 5th September 2007 (Minutes 28-41) be approved.
48.3 Policy &
Resources Committee
In presenting the minutes
of the Policy & Resources Committee meeting held on 19th September
2007, the Committee Chairman, Councillor M Deegan, drew particular attention to
Minute 27.1 which detailed the appointment of the external auditor for the year
ending 31st March 2007.
On the proposition of
Councillor M Deegan, seconded by Councillor M Firmager it was
RESOLVED that the minutes of the meeting of the Policy & Resources Committee held on 19th September 2007 (Minutes 22-30) be approved.
49. REPRESENTATIVES TO OUTSIDE BODIES
49.1 Earley Day Centre
Councillor Mrs A Ames had
attended a meeting of the Earley Day Centre on 11th September 2007
and her written report had been circulated with the Agenda for Councillors’
attention.
49.2 Reports of Representatives
49.2.1 Waterside Centre
Following a question from a
Member, it was confirmed that the Waterside Centre Management Committee now met
only three times a year and, since the appointment of the Town Council’s
representatives in May, there had been no meeting of the Committee.
49.2.2 Wokingham District Sports
Council
Councillor Firmager
confirmed that he would be attending a meeting of the Wokingham Sports Council
on 8th October, and that his report would be submitted to the next
meeting.
49.2.3 Wokingham Job Support Centre
Councillor Firmager
advised Councillors that the Centre was extremely keen to provide an outreach
facility in Earley, and, following a meeting with himself and the Town Clerk and
representatives of the Centre on 8th August, this was being
investigated further.
Councillor Firmager
continued by expressing some concern that another member of the Council had been
interviewed about the Wokingham Job Support Centre on the local radio without
his knowledge. He requested that, since he was the Town Council’s
representative, activities in the future should be co-ordinated through him.
49.2.4 Earley Volunteer Care Bureau
Councillor P Willis reported
on his attendance at a meeting of the Bureau. He advised that the Bureau was
currently producing a leaflet in recognition of 25 years service to the
community, which would also be requesting more volunteer drivers.
49.2.5 Wokingham Area Access Group
Councillor D Chopping advised
that the Group had recently undertaken a street walk in Wokingham to identify
problems caused to the visually or physically impaired by freestanding “A
boards” on the pavements.
50. BOROUGH/ PARISH CONFERENCE
Councillors were advised
that notification had been received from Wokingham Borough Council that the next
Borough/Parish Conference would be held on Wednesday, 10th October.
Councillors were further advised that the nature of the Conference had changed,
and would be more structured than previously. There was no need to submit
formal questions; however, if Members had any questions they felt might need
more complex responses, these could be submitted in advance. On the proposition
of D Chopping, seconded by Councillor Mrs P Jorgensen, it was
RESOLVED that formal questions be asked of the Borough Council in respect of progress
with the provision of a third Thames Crossing and its view of Reading Borough
Council’s withdrawal of the Traffic Regulation Order in respect of making the
Inner Distributive Road one way.
On the proposition of
Councillor C Edmunds, seconded by Councillor D Chopping it was
RESOLVED that a formal question should be put the Conference concerning recent flooding
in the area of the Loddon, and particularly those houses which were affected in
Earley.
51. ORDERS FOR PAYMENT
RESOLVED that
the various accounts as set out in the list attached to these minutes (Vouchers
274-299) be paid in the sums as stated and details of the Imprest Account
(Vouchers 108-113) be noted.
