Councillors noted the contents of a letter from the Planning Inspectorate, dated 2nd September 2016 and the decision by the Secretary of State granting consent under Sections 103 and Sections 104 of the Planning Act 2008 (as amended). This gave development consent for the M4 junctions 3 – 12 Smart Motorway and, in particular, at the meeting Councillors’ attention was drawn to the efforts made by a number of the Town Councillors in seeking to achieve better sound screening for residents whose houses were close to the M4.
